The concept of competencies emerged in 1971 as a front to launch development and organizational excellence. Organizations started to focus on the concept of competency by applying, developing, and enhancing its meaning. The concept of competencies simply means the knowledge, skills, and attitude needed for an employee to fully perform his or her job. Therefore, competency has become a strategic issue corresponding to a company’s strategy through what is known as company competencies as related to operational/human resources. Interest in human resource development is key to organizational success. Competencies emerged as a fundamental component in the following human resource operations: selecting and hiring, training and developing, institutional performance evaluation, employment performance evaluation, succession, compensation and rewards.
